celebration in south africa. >> thousands have gathered in the cold at a damp soccer stadium outside of johannesburg to say good-bye to nelson mandela. >> nearly 100 leaders from across the world are joining there to pay respects. >> reporter: it's a surprisingly cold, blustery day here at fnb stadium. the memorial service is due to get under way shortly. it's a fes tiff atmosphere. lots of dancing and singing. this weather has certain limb pacted the numbers. they were expecting a sellout crowd here. now they'll be lucky to fill the stadium, let alone the spillover stadiums they've prepared. some names of those coming, the 91 heads of state and government, including president barack obama. the first lady, former president george w. bush and hi wife,

crisis, federal regulators are set to pass the volcker rule. it will ban banks from trading for their own profit. the federal government is set to sell the last of its shares in general motors. the government lost nearly $10 billion on the bailout. in the long run, it was a net gain for taxpayers, keeping 2.5 million people on the job spending money and paying taxes. the ceo of the new american airlines says no rate hikes for now. they merged yesterday with u.s. airways. doug parker, ceo, says air fares will remain steady. new evidence that the nation's retailers have been scaling back a bit on their holiday hiring. last month, the retailers
